Chinese envoy proposes direct dialogue between Pyongyang and Washington

China's top nuclear envoy made a new proposal for direct talks between Washington and Pyongyang Tuesday suggesting they should bear the blame for a stalled six-party forum aimed at ending a standoff over North Korea's nuclear ambitions.

The proposal from Wu Dawei, China's Special Representative for Korean Peninsula Affairs, came at his meeting with Sim Sang-jung, the presidential candidate of South Korea's progressive Justice Party. The Chinese envoy arrived in Seoul Monday amid high cross-border tensions caused by Pyongyang's nuclear and missile programs.

Sim quoted Wu as saying that China would play an "active" role in arranging direct talks between the United States and North Korea because they oppose multilateral negotiations. Pyongyang walked away from six-party nuclear talks involving the two Koreas, the United States, Japan, Russia and China.

Pyongyang is out of control, rejecting Beijing's advice as an intervention in domestic affairs, though it relies heavily on Chinese economic assistance, Wu said, adding China is ready to faithfully enforce UN sanctions against North Korea.

Wu, however, opposed the deployment of a US missile shield on the Korean peninsula and urged Seoul not to aggravate strained relations with China.
