SEOUL -- South and North Korean leaders are expected to adopt a flexible agenda for frank talks on broad issues at their summit this month, but denuclearization will be an overriding issue, the South's foreign minister said Wednesday.

Foreign Minister Kang Kyung-wha said the summit between South Korean President Moon Jae-in and North Korean leader Kim Jong-un on April 27 in the truce village of Panmunjom would focus on how to achieve denuclearization, develop inter-Korean relations and establish peace on the Korean peninsula.

"There is a consensus that there should be a more flexible agenda so that frank and comprehensive dialogue can be held between the two leaders," she said, adding denuclearization would become an overriding issue at the inter-Korean summit and talks later between Kim and U.S. President Donald Trump.

A complete and irreversible dismantlement of the North's nuclear program is a shared goal between Seoul and Washington but the two countries are still in consultation on detailed timetables, Kang said.

Moon said earlier that the agenda should include denuclearization, a permanent peace system, the normalization of North Korea-U.S. relations, the development of inter-Korean ties, and economic cooperation among the three countries.
